Blaclisting someone such as dubai...?

If the u.s. government has blacklisted Dubai, UAE, what does mean if its an offshore banking center? If so, why? Would someone returning to the us from Dubai with money to declare arouse suspicion assuming its a lot of money? What would probably happen if someone attempted to do this with clean and legitimate money?

I have many investors transferring money between Dubai based and U.S banks.

If you want to get this sum of money legitimately in the U.S you have to declare it and take the questions. If the money is clean then what's the issue?

Also, I am not sure about this blacklisting of Dubai banks that you are speaking of. I have personally transferred money from Dubai to United States with no issues.

Would it not be easier to simply transfer the money using SWIFT system to your bank account? As it would also alleviate you from the stress with airport security asking you a thousand questions about where the money came from and triple checking every document you have, which could hold you up for a few hours. Also, I believe crypto(USDT/USDC) could be another option for you as it is widely accepted in Dubai and the United States.
