Corporate Debt .....Holders And Folders

Who holds the majority of corporate 'junk' debt? Are these debt instruments being bundled and sold a la deja vous 2008?

When stock picking, would you recommend a search for Value Line's safety and or Morning Star's financial  status to fine tune selections ??
