Tenant arguments with each other.

Hello, I have 2 tenants fighting with each other over smoking issue. One of them is complaining about not being happy about this since their units always smells like smoke. Other one is saying there is no one in their unit about this. They are knocking each others doors and arguing about this. They also want to get cops to intervene in this. As a landlord is there anything we should be doing? I have already intervened and issued a notice about no-smoking policy, spoken to each one of them about this issues, also installing traceable smoke detectors to help with the smoke situation. Is there any thing else landlord should be doing, pls advise. Thanks
