Mail options after tenant leaves

Is there anyway to stop the ongoing fed ex deliveries from a renter who has not lived there since early Nov?

They gave a change of adress for main usps mail then but the fed ex an delivery drivers are still coming with packages.

Also,can i place a deadbolt on the mail box as long as ive  returned any mail in it to the sender .no one resides there for now.

Im not communicating w the tennant an dont plan to unless they follow thru with their so called court .

One last question on mail.

What will i need to do if the certified mail requiring signature that had the rest of deposit  ,forewarded to a new address im told by USPO-   got lost? Ive filed a investigation on it..But whats odd is she says she got it..[may not be true], but that money order in it hasnt been cashed.

Should i resend it all again but a different way?.

She is a huge manipulator an I want to be sure I stay legal on mail.

Still waiting on usps to complete investigation on that package but  its looking like it wont get found .!
