Submit application, never pay security deposit

Hello,

I have a property for rent and has few applicants that submitted the application and been approved, but they never paid for the reservation fee (security deposit). Is there any reason why they not paying to moving forward?

@Tony Zhang  They apply to many places to ensure they have somewhere to go.  Not all landlords are honest in their application process and selection.  They may be still deciding between a couple places and want to get "in line" and decide once/if approved.
