Union city new jersey 3% rent increase only?

Hi all, as far as I undestand I only can only do 3% rent increase per year in union city New Jersey.

So the whole town is under rent control unless I am the owner of 3 family or less and I live there.

Is that correct? I find this ridiculous so I wanted to confirmed on our community.
