Anyone have experience with using ratio utility billing in MA? Seems legal. Here is a link I found: http://www.mass.gov/legis/bills/house/185/ht01pdf/ht01236.pdf

Can you use on of the approved ratios and do the billing yourself or do you need to have another company handle the billing?
