Neighbor infested with roaches and dangerous situations

The unit upstairs to one of my rentals is owned by a woman, who lives there in unhealthy condition. She is always intoxicated ( alcohol for what I smell ) , the condo inside stinks, she has numerous animals and it is full of roaches, food all over the place, electric cables coming out of the wall and it smells like something is putrified in there. Needles to say the roaches travel through the wall to the condo where I have tenants and the smell when you walk past the place is nauseating.

What can I do about it ?

You say it's a Condo...? Complain in writing to the HOA. Follow up weekly. Go to their next Board meeting. Let them know you will give them 1 month and then call the Public Health Department in your City/County.
