Guys, anyone here have rentals with electric baseboard heat where it gets very cold, like in the Midwest? Do you get complaints of high electric bills? Higher than normal turnover?

You don't find it in the many old rentals around because they don't have sufficient electrical service. Those will have a common boiler or gravity furnaces. In the small cheap 70's era rentals with few windows, especially around the college, it's pretty common. It was cheap to install but expensive to run. Tenant's that have pipp (precentage of income payment plans) with the power company won't usually care about heat source.
