Landlord shutoff water over a week.

Hello everyone.  I know some students renting out a house and a water pipe burst on 12/28.  The water has been shut off since because the landlord says they cannot find the leak.  Is this legal?  Today marks 9 days with no water.  What can be done?  Property is in Indiana.

This make no sense, if there's no leak then turn on the water.  They can't find the leak, turn on the water a you will be able to find said leak.  Something doesn't add up, there has to be more to this...
