Water and Electric Utility Bill Estimate

I'm trying to calculate expenses for utilities for a duplex in either Cleveland or Detroit and can only find outdated numbers. 

Any locals able to share approximately how much each utility costs, and if they charge to tenants or not, since it is a duplex. Thanks!

@Anh Nguyen Most Detroit duplexes have separate electric and gas meters, so tenants pay.

Only one water meter, so owner typically pays.

Monthly cost really depends on tenant use, but would estimate $80/month
