When They Ask: Is It Going to Be A Rental?

I want to do a remodel on my property that would provide an additional floor of living space. Every worker that comes to the property asks me if it will be a rental. When I called the utility company it was the very first thing they asked. I'm sure the city will ask too. My immediate response is no because I want to use it for my own enjoyment. However, that doesn't mean that down the line I wouldn't consider renting it out. Or living in it myself and renting out the rest of the home. What exactly should I be saying when asked is it a rental?

It sure why the workers are asking, maybe they need a place to rent? Or in some instances they treat the rehab “less” for a rental property it seems
