@Chadi D. One thing you can do to see how hard it is to change rules is look at the governing documents for the HOA. The declaration and by-laws will spell out what it takes to make major HOA changes. Also, try to get the board's meeting minutes to see what the community issues and priorities are and see if they are effective in managing problems.
