Vents for glass block windows

Glass block security windows... I just got 2 different quotes which were both in family. But my question is... Why would I need to add vents ? Is this something I should do and if so how many? Do the vents just provide air circulation? or am I totally miss understanding what and why I need them?

Whenever I have a house with a window in the shower, I have it replaced with glass blocks with a vent. Since there's a vent, I'm not required to have a mechanical fan.

When I have glass block windows installed in a basement, I have at least two vents put in for air circulation, which is code.
