Los Angeles County rent increase with rental control

Hello,

I have a rental property in Los Angeles under rent control. I have talked to the tenants about raising rent and remodeling the unit, they are ok with a new lease and the amount, i called the housing dept and they said as long as they are ok, i cant force the rent increase, but if they agree thats on them. Has anyone done this? Any issues I should be aware of?
