New MO State law on Business License

I believe that the state of Missouri approved a statute in 2022 exempting home based businesses from business license requirements. 

Recently, the city of Independence still want folks to get a business license while cities like Blue Springs, WebsterGroves etc. mention on their websites like below  
See https://www.webstergrovesmo.gov/238/BusinessMerchants-Licenses. Home-Based Businesses: Beginning with permit year 2023, home-based businesses are NOT required to obtain a business license from the City of Webster Groves. This change was mandated by the Missouri General Assembly in 2022 HB 1662 and is codified in Missouri State Law, 71.990.

Any thoughts? What do others in MO state see from their respective cities?
