Basement, flooding, and responsibilities
First time landlord. I’m renting out a single-family house that was built in 1949. The basement is prone to flooding and the basement does have two sub pumps but since it’s a old uneven floor, there will be areas with puddles of water. I did put in the lease agreement that landlord is not liable for damages to any property that is left in the basement due to the prone flooding hazard, but who is responsible of cleaning the basement every time it rains should be the tenant or should it be me the landlord?

@Robert Schneider what's in the basement ? What's a puddle? 3 inches deep or 1/4 inch. Are you talking once a month, once in a year? I would mark the bad spots and put some type of leveler in them. You may still have some water but if it is concrete most should absorb. In the meantime tenant would be the one doing the mop up.
