Techniques for avoiding damage due to plumbing clogs

I have it written in my leases that tenants are responsible for clogs as well as damage from clogs. I have lengthy conversations when tenants move in about letting us know immediately if there is a clog, to stop using the plumbing if things are leaking, that they will be responsible. Don't flush anything that isn't human waste or toilet paper. No paper towels, no "flushable wipes", no dental floss, no hygiene products, no tee shirts (real example). We send reminders periodically.

At least twice a year, a tenant will clog the stack and just keep on flushing. Sometimes not telling us for a day or two after the fact.

Just wondering how others handle this in their rentals.
