Chain link fence and Privacy Tarp

Hi All,
I have put a chain link fence in the past. I also put a privacy tarp on top of the chain link fence. Due to recent storms, rain tarp broke at a few spots (as seen through the window in the attached picture, I wish I had a better picture). Tenants opened tickets PM to fix this privacy tarp. Is the privacy tarp is landlord responsibility or tenant responsibility. Please advise.

I agree with Brendan-it was due to the weather, not anything the tenants did.  See if you can simply reattach the tarp that is there or look to find plastic that is threaded into the chain link fence.
