Tacoma WA - Shared Housing Regulations

Hello all,

I have a single family home in Tacoma. I received an application from a group of 4 and I would like to approve them and sign one lease agreement. However, Tacoma Housing Rules state that ”A landlord or master lease holder renting to four or more tenants in a dwelling unit must have a separate rental agreement for each habitable space”. I am not renting room by room, I don’t even know who will stay in which room. How should I approach this? Do I need to create and sign 4 leases per this rule? I still want to hold all of them liable for total payment and property maintenance if one of them stops paying or taking care of the property.
