Sec 8 bedrooom requirement clarity

Hi all
Quick question... I've heard conflicting answers.  

For section 8 requirements.
For a room to be considered a bedroom it must have a closet. 
I've heard yes, and I've heard no.  On the inspection form, it doesn't say anything specifically about closet requirements.  Just windows, electrical receptacles etc.   Absolutely nothing about closets.  I'm just wondering if I had a 9'x10' room with a door, large window etc that it would/could be considered a bedroom.
