New Section 8 expense in Cleveland- Double Lead Testing or evictions

This is anecdotal, But Cleveland May be Causing Section 8 issues. There is a paperwork issues.  
Cleveland requires a Lead risk Assessment. CMHA requires a lead clearance  tied to federal funding. 
Of course these are two different tests with different paperwork. CMHA is saying that they won't accept the risk assessment, even though they are more intense. CMHA is going to cancel contracts for properties without the Clearance version. 
So we either do an additional test  for $600~, or we have to evict our CMHA section 8 tenants. 

While I agree that we need to address lead poisoning, clearly Cleveland has no idea how to actually run a program. We just lost 3 million dollars of lead remediation money, because our program was too difficult to apply for. 

Please call city council where your rentals are. We need sane management of these programs. We want lead safe homes, we want fair rents, but the city is making this impossible.
