motor in attic

Hi,

I see motor in attic. I do not think it is working. I am not sure why this motor in attic. Can I remove this. This home is built in 1971. I am attaching picture of this motor which is right next to steps once i step up on steps to attic from second floor. Any pros, cons, risks of removing this motor. Please advise
