State Farm requiring new roof

State Farm is requiring a new roof on a 1100 sq ft home.  The roof is fine but this so called inspector states granuel loss.  Of course in CA if you get dropped, trying to get new insurance is maybe 3 times the rate you had.  My PM states State Farm wont accept any of his appeals from another contractor.  Anyone had this experience?
