Tenant occupied investment property

There is one property in my area which claims to have long term tenant. 

How do i find out the validity of the this claim? 

If the house is not in a good shape, what option do i have to request tenant to let me fix the property?

If property is already occupied, do i have an option to run credit check on tenant? 

I believe this property is under performing or requires a work  otherwise why would someone sell the property that is generating a positive cash flow?

What other things that i have to keep in mind while buying tenant occupied property?
