In general, is it a rule that a landlord cannot charge anymore rent than what section 8 pays? For instance...landlord has a tenant that and section 8 pays $550, landlord wants to charge $700 and the tenant agrees with it and pays it. Is this permitted?

NO! That is not permitted and can get you in a LOT of trouble.
