I have to agree with @Matthew Paul . It doesn't say anywhere the the heater broke and the landlord won't fix it. I'll bet she didn't pay for the propane and now doesn't have heat. That is not the landlord's fault. If that is the case, now the landlord has to pay to thaw and/or repair the frozen pipes.

There is more to that story than it appears , I watched the video , thats an old trailer , pre heat pumps . Trailers of that age were heating oil or propane . There was a gas stove in the background , so propane is probably the heat source . If she had propane and the furnace was broken , the stove top or oven would provide heat ( my electric was off this week thats what we did turned on the stove) .  Its mid Feburary , if there was no heating system the pipes would have frozen a while back.  I would have to believe she didnt have money to pay for propane and ran out .  Its sad and unfortunate , but there is more to that story than the landlord wont fix the furnace .

I drive a heating oil truck for a friends business during the rush in the cold , many times I show up for a delivery and knock on the door , I must have CASH before I can fill the tank . I have seen similar situations , people begging for me to give them oil because they are cold , they will pay later . I feel for them , BUT , I have to get back in the truck and leave , I am not in the position to give heating oil away for free.

I don't get it either, that's awful.

I had a tenant like you @Ursula B. , she e mailed me 2 days after she noticed the heat was out.  Why did it take so long?  She thought someone in one of the other 2 units would have told us (they were students on break) and she was running low on minutes and didn't know if my phone would accept a text or not!  It was late February but thankfully not as cold as it is right now!

@Bill Sargeson I agree with you.  I fussed at one of my tenants recently for waiting until the next day to let me know the heat went out the night before - and it was freezing outside.  Honest landlords don't play around when it comes to life and safety matters.
