Baltimore judges don't know the law

"Type: COMMENTComplaint No.:001 Date: 03/12/2015Comment:3 JUDGMENTS ENTERED IN LAST 12 MONTHS,DISMISSED;" The law states 3+ judgements in first 6 months of tenancy= case dismissed.......However in Baltimore city judges make law up up as they see fit.......
