If you have multiple people fill out an application and pay the fee and you accept the 1st persons application, do you keep 2nd fee or return it?

I feel as if you knew the answer to this question before you asked it or you wouldn't have asked it. I couldn't think of any possible way it would be ethical to keep the second persons fee..
