new carpet in a rental

I have a renter in a one bedroom thats lease is up in a couple of months. he has already moved out to live with his girlfriend but is still paying rent. im trying to get someone else in there to help him out. If I can find someone I would sign a lease termination with him and a new lease with the new tenant. I have his permission to put in new carpet now. On his lease it says that if he doesnt have it professionally cleaned that will be taken out of the deposit. Can I still take the cleaning fee out of the deposit and put it towards the new carpet? or does that just become void when I replace the carpet? I do not have pictures (just a move in checklist that says the carpet is in good condition) because I bought the place with him in it.
