Privacy of Previous Tenants

Are there any privacy laws concerning the disclosure of a previous tenant?

For example, if an incoming tenant had something mailed to the house while the old tenant was moving out, and the outgoing tenant 'packed' the box up with their stuff, can i disclose one tenant to the other?

As a landlord I would at least ask for the previous tenant if they have the package, and if they can return it, but tell the new tenant there's no guarantees that package is ever coming back. 

There's no harm in asking.  If they say NO, then there's really thing you can or should do further.  I'd be really surprised if the police do anything.
