Agent finders fee

Hi,

I am moving to an apartment soon and have a real estate agent friend who did not help me find the place I will be moving to. He said that if I put him down as my referral that the apartment complex will pay him 50% and in turn he would pay me $200. I live in Texas, is there anything wrong with doing this (as in legality, will the apartment ask me to pay it?).
