Livingroom used as a Bedroom

I have two questions.  We have 3 tenants moving into a 2 bedroom condo and they want to use the livingroom as a bedroom.  Is this legal?  Also they broke the blinds and a screen for the door two days after moving in.  Am I responsible for this?
