Heating system in Rentals
Here in San Antonio market I have come across several duplexes without a heating source. Is it illegal not to provide a heating source for tenant?

The Texas Property Code requires the dwelling to have a heat source and hot water heater and this cannot be waived by the tenant. FYI- It is not the responsibility of the landlord to make sure the tenant pays the electric/gas bill
Ironically, Air Conditioning is not required. With Texas being such a large state, a tenant in Amarillo definitely needs heat while a tenant in McAllen not so much
