The Long Wait for Section 8

I am interested to hear if anyone has experience with municipalities that offer better assistance to landlords and rehabbers who intend to rent to tenants in the Section 8 program?
Section 8 tenants are obviously incentivized, does anyone know where landlords are thus incentivized to revitalize property for the purpose of the program?
