Cheapest Heating to Install

We are not required to provide A/C in my area but are required to provide heating. What is the cheapest form of heating to install?

That depends on what is available in the property. Baseboard heaters are by far the cheapest to acquire. If the property has already the wiring for it, the price is not to beat. If not, and you are talking about 1 br apartment or efficiency, a mini split system might be the cheapest. If property is bigger and has already duct work, have a packaged heat pump installed. The last 2 systems have the added bonus to work as AC in summer While not required, it attracts better tenants, if that is actually of concern.
