Should I replace the broken storm doors or simply remove them?

Hi BP,

I have a tenant in a property in Baltimore who is complaining about the storm doors.  My property manager said that they are not as bad as the tenant is making them out to be.  He mentioned that I could remove them, replace them, or leave them as is? Is it normal to have storm doors in rental townhouses in Baltimore? The doors are worn.  What are your thoughts?

 What is the tenant's complaint about the doors?  I think that should be considered.
