Dallas Utilities for Rentals

Hi Dallas Local Experts,

I have read a few forum questions on whether landlord should pay for utilities and it sounds like in Dallas Tenant should be responsible for paying all utilities. 

So here is the questions I have, if Tenants are not paying utilities, then does utility company has the right to put a lien against the house?

In California, if Tenant doesn't pay for utilities, then the landlord will receive a lien against the house. I would like to learn what it is like in Dallas.
