Section 8 Property Tax Deductions

I am considering buying a section 8 rental property with a tenant in place. The location is York, PA and the property taxes are rather high, $3,000 per year. In reviewing the section 8 requirements there is a one sentence statement that reads, "The property taxes for the unit cannot be in Tax Claim."

No further explanation provided and very little to no info online. I was banking on being able to deduct property taxes. If it cannot be done it's a deal breaker on section 8 specifically.

Wondering if anyone is successfully writing off their property taxes both for section 8 and non section 8 rentals.

I've been looking everywhere for info on this to no avail.

Tax Claim is a specific Pennsylvania term that means delinquent real estate taxes.
