Would it be a wise to be a owner occupied tenant and hire a property management and the same time?

If you ever plan on managing property, there's nothing easier than an owner-occupied multi, assuming you are clear in the lines of communication and how to request repairs. Screening is key to ensure you get not just a good tenant, but a good neighbor. I wouldn't entrust this to a property management company if I'm living in the building.
