Tenant with no rental history

Hello BP'ers! I'm a new landlord in the Tampa and St. Petersburg area and just purchased my first rental property. I have my first propsective tenant who has put down a deposit to hold along with his application. He's a 29 year old with no previous rental history. He makes approx. 4x the rent amount, has some credit card debt and his credit record isn't bad. He was late on a credit card payment over the holidays last year and in May, but all other bill payment history looks good. Trans Union SmartMove gave him a 659 Resident Score (range is 350 - 850) and recommends to approve him. Would you rent to him?
