Bed bug infestation from former tenant, I've attempted the sprays
Spraying not very effective, all the Orkins and others are extremely high for a Little guy. Any advise on low cost remedies?

No. Don't be cheap. Bed bugs are very tough to get rid of. Get a professional.
I would not go with a big company like Orkin. You are paying for the brand name. I would go with a smaller company. You will probably get better prices. Other local investors would have some names for you.
