Professional or out of control?

I am the property manager and I am the 'new' person in the office. They allow tenants to do sooo many things I am appauled by. Today... a tenant comes walking in with a freezer full of food and wanted to store it in our freezer, saying the leasing agent told her she could. 

When I tried to talk to her about this, she told me that i was "overthinking" this and worrying about stuff. I thought if our lights go out, we could be buying this womans food. 

Where do you draw the line between professional and just allowing all kinds of things to go on?
