Tenant on Housing assistance

I am in the process of purchasing my first deal. :) Its a duplex and one of the tenants is on housing assistance. She's been there for years but her rent is about 400 below market value. Has anyone had any experience in Utah with this and what I can do to raise the rent?

All thoughts are greatly appreciated!
