We would like to have a web site that has the ability to accept rent payment; however, we are not willing to pay the 2.9% Paypal and others charge.  The tenants are not willing to pay the 2.9% either.

I personally use cozy.co for this. It doesn't charge for rent collections and is a very easy tool for application screening and property management. You'll have to check it out for yourself to see if it will work for your current set-up.
