I want to know if the landlord is responsible for damages to my car by another tenant due to parking problems in which he won't enforce as my rental agreement states

I think they mean safe like...he can't provide you parking that's in a pit of cobras. 

Not that it's his job to keep you guys from having any crimes take place. That's out of his jurisdiction- and again, just call the police or move.
