Prop Mgmt questions

Should a Property Manager agree with the owner doing repairs? The units are occupied.
The situation is the owner has been doing the repairs for years prior to turning it over to a PM company and wants to continue with repairs, the owner is not licensed etc.

What are the upsides and downsides to this?
