who should pay for utilities?

hello my name is rigo, I'm new to bigger pockets  and had a question. I'm currently looking at a duplex one side has tenants the current land lord pays for the utilities water/sewer & garbage. if i do acquire the property is it recommended for me to continue paying for these utilities or can i tell them to do so?

by the way this would be my fist property.

I always have tenants pay the utilities. I'm not sure what the norm is in your area but that is normal, at least in my experience, for duplexes.
