Doorwall leaks when it's raining heavy

Since 2012 when it rains hard my doorwall leaks around the wood framing and doorwall. Tried to get fixed, sent videos even let the maintenance use my hose/water to see where the issue is. 2017, maintenance came and caulked outside of building (these are stacked condos and I am on the bottom) after doing same tests 5 yrs earlier. A contractor from this maintenance crew told me that is how the water is getting through. I am getting letters from the association to replace my doorwall at my expense because of this issue. Shouldn't they be responsible to replace for their negligence? I am responsible for the inside of my unit NOT the outside. If there is an issue because of improper maintenance and they are concerned I feel they should pay not me! I pay my monthly dues on time and always. Any help would be appreciated because I feel I am being bullied!
