Double keyed dead bolts

I have a tenant asking for us to install double sided dead bolts on three back doors that are mostly glass. This concerns me to be a fire hazard. Please let me know your opinions this is in Texas....

Its a Building Code Violation.  You must have a thumb turn on the inside so in an emergency you are not looking for a key.
